Japan vs oil

This seems to be recurring problem in Japan's history. From WWII to now, Japan has imports the vast majority of its oil. And there has not been an alternative for japan.

Country Approx Share of Japan's Oil Imports
United Arab Emirates (UAE) ~41%
Saudi Arabia ~38%
Kuwait ~7%
Qatar ~5%
Oman ~3%
Other countries ~6%

They say history does not repeat itself but it sure rhymes. Before Pearl Harbor, the US was chocking Japan economically and financially. Oil supply was one of the ways that the US was pressuring Japan. 13 Seventy years later, Japan, and many other countries around the world find themselves in the same spot, A whole lot of economy and not a whole lot of oil.

Sample of US and Japan propaganda posters. The poster on the right trying to make President Roosevelt look uncannily like Bela Lugosi. But I swear that face looks familiar.
